NYS DSRIP Extension Proposal Rejected by CMS

The NYS Department of Health received notification on February 21, 2020 that CMS has rejected the DSRIP Extension Proposal submitted by the state in November 2019. The letter can be found here.

CMS maintains that the original agreement for DSRIP 1.0 was awarded as a “time-limited” investment and that the current proposal for DSRIP 2.0 cannot demonstrate budget neutrality, a fundamental requirement for CMS 1115 waivers.
