Mark brings over 33 years of experience in the healthcare industry. Mark began his career in Medicare auditing for Central New York Blue Cross Blue Shield in Syracuse. Mark then moved to Loretto Rest Corporation, a 520-bed nursing home with home care, medical and social day care, and outpatient services as Assistant Controller/Controller. Subsequent to that experience, Mark joined PricewaterhouseCoopers, (PwC) (legacy Coopers & Lybrand) and was promoted to manager in their Healthcare Regulatory Group. While with PwC, Mark prepared and was involved with feasibility studies for over $2 billion in financings. His experience also included numerous business plan preparations, budgets, turnaround engagements, revenue projections, Medicare and Medicaid appeals, cost reports and other third party reimbursement issues.

Subsequent to PwC, Mark became VP of Finance for Health Alliance of CNY (Crouse & Community General Hospitals), and CFO of the Syracuse Community Health Center, one of the nations premiere Federally Qualified Health Centers, increasing cash from $1M to $12M. Since forming M.S. Hall & Associates, LLC, Mark has served as an expert witness in a litigation lawsuit.

M.S. Hall knows that insight into healthcare finance begins with comprehensive data aggregation and intelligible data analytics. Mike Sorber has been driving these insights at M.S. Hall for over a decade by leaning on 19 years of Information Systems experience as well as his hands-on knowledge of the MEDITECH system and the challenges of interoperability in the era of the EMR. Mike’s background in programming and database management ensures that even in the context of high level, organizational operation, Mike brings the granular expertise needed to ensure M.S. Hall’s solutions are reliable and incisive.

Mike turns rafts of raw hospital data into sources of intelligible, actionable knowledge, and thereby brings much needed clarity to healthcare organizations weighed down by the resource-intensive processes of cost reporting. Mike has been involved in multiple Medicare and Medicaid Cost Reports, prepared over 130 NYS Medicaid DSH Audits, TRICARE/Champus Cost Reports & GTMCPA Appeals, Medicare & Medicaid Appeals, as well as other third-party reimbursement issues.

Mike connects the dots, joining information to systems to personnel and finally to the bottom line which is why, in addition to the technical positions he has held over the years, he has served as the Interim Finance Manager for Care Compass Network, a Performing Provider System in the Southern Tier. Mike has also served in interim senior management positions for FQHCs in the Central New York region. The work Mike is responsible for at M.S. Hall meets clients and partners where they are while preparing them for a data-driven future.

Mike received his B.S. in Computer Science from Gordon College.

Scott is responsible for providing guidance on the ever-growing healthcare issues developing at both the Federal and NYS level. His focus is having a working understanding of both the “big picture” and the details of the evolving healthcare landscape. Turning research into manageable projects occurs when the pieces of the puzzle – finance, data, and clinical operations – coalesce from fragmented siloes into interconnected wholes. This is Scott’s aim with every project he undertakes.

Scott has extensive knowledge and experience with the NYS DSRIP program. An extended amount of research from the onset of DSRIP has allowed him to provide expertise and guidance as a PPS Advisor. In addition, he currently serves as Interim Chief Operating Officer for a diverse and complex PPS in New York. From this role he has gained expertise in developing organizational structure and governance of the PPS, leading operational focus within the PPS at large, formulating of strategic contracts, project management and Workforce needs, and providing in-depth understanding of DSRIP goals and trajectories. Scott has brought a lexicon of understanding to this PPS and, as a result, has been able to assist in application writing, overarching framework development, educational content creation, and a myriad of other developmental and operational functionalities.

Prior to joining M.S. Hall & Associates, Scott spent 9 years in public education, also earning both an B.A. and an M.A. Scott knows and imbibes the required preparation, thoroughness, and particularity needed to reap the greatest benefit for clients. Research has been at the core of these endeavors, specifically equipping Scott with the needed skills for this position.

Jason brings over 10 years of healthcare reimbursement experience to M.S. Hall & Associates, LLC. Jason’s previous experience was as a Senior Healthcare Consultant with a local accounting firm, where he worked on various reimbursement related projects throughout NYS. His responsibilities also included performing audits related to the NYS Department Health’s annual audit of the NYS Institutional Cost Report.

Jason’s previous experience also includes being employed as a Medicare auditor with National Government Services (NGS), a Medicare Administrative Contractor. His responsibilities also included reviews of Medicare Bad Debts and Disproportionate Share (DSH) preparations, as well as serving as initial reviewer of Cost Report reopenings.

Prior to NGS, Jason worked for Davidson Fox & Company, where he worked on compilation, review and audits of financial statements as well as preparing taxes.

Jason is a graduate of SUNY Plattsburgh where he obtained a Bachelor’s degree in Accounting with a double major in Business.

Jason resides in the Plattsburgh area, and previously served as President of the Northeast New York Healthcare Financial Management Association. Jason will be spearheading our growth from our existing client presence in northern New York, including our goal to continue to expand beyond NYS to Vermont, New Hampshire, Maine and Massachusetts.

With over 18 years of experience in healthcare reimbursement, Scott represents a significant value-add to any project in healthcare finance. Throughout his career, Scott has held various roles which has given him a deep well of direct knowledge from which to draw. These experiences combined with his technical acumen and attention to detail to ensure that when an organization leverages Scott’s expertise, they maximize their financial opportunities.

Scott’s previous role as a Senior Healthcare Consultant at a regional public accounting firm involved him in NYS performance audits for over thirty hospitals. Additionally, Scott has been an Auditor III with National Government Services (NGS) and a Medicare Administrative Contractor. In his time with NGS, Scott became intimately familiar with cost reports and Medicare rates for Academic Health Systems, large acute hospitals, and Critical Access Hospitals, in addition to Medicare Bad Debts and Disproportionate Share (DSH) preparations. There, Scott also coordinated the IRIS database for NY hospitals and played a pivotal role in the J12 transition. Now, at M.S. Hall, Scott is responsible for cost reports, Medicare Low Volume Adjustments, Medicare DSH listings, wage index, New York State hospital rates, third-party reimbursement maximization analyses, rate appeals filings and re-openings, and more. Scott has also been auditing third-party accounts as part of the overall financial statement audits for various NYS healthcare entities.

Scott received a bachelor’s degree in Finance and Business Management from SUNY Institute of Technology at Utica/Rome. Scott is also an active member of the Central New York Healthcare Financial Management Association.

John has an extensive background in the healthcare industry, most recently serving as Vice President of Finance/CFO for Oneida Healthcare where he oversaw the financial operations of the entire system. Prior to joining Oneida Healthcare, John was the Consulting Partner at Fust Charles Chamber LLP in Dewitt, where he managed the activities of the firm’s Healthcare Consulting practice. John has also served as the Director of the Provider Audit Department at Empire Medicare Services in Syracuse, Vice President of Finance/Treasurer at St. Camillus Health and Rehabilitation Center in Syracuse and Chief Financial Officer at A. L. Lee Memorial Hospital in Fulton.

John holds a Bachelor of Science degree from Le Moyne College in Syracuse, where he majored in Accounting, with a minor in Computer Sciences. His professional certifications include: Certified Public Accountant (New York); Fellow, Healthcare Financial Management Association; Certified Managed Care Professional; Fellow, American College of Healthcare Executives; and a Masters Certificate in Government Contracting.

Adam joined M.S. Hall and Associates, Inc. in October 2016, as a Financial Analyst. He will be primarily focused on reimbursement and finance. Adam combines a natural curiosity for healthcare and an aptitude for numbers for the betterment of M.S. Hall & Associates, Inc. and their clients.

Adam graduated from Cayuga Community College with his A.S. in Math and Science. He later completed his B.S. in Business Administration, Magna Cum Laude from the University at Buffalo. He actively finds new problems to solve in all facets of life and has a genuine affection for manipulating and organizing numbers. In his free time, he enjoys experimenting with new projects from building computers, welding, painting, botany, and woodworking.

Adam earned a Software Engineering degree from Gannon University and brings over 10 years of software development experience to the MS Hall data team. Prior to joining the team, Adam Pitzer worked as a software engineer for Lockheed Martin where he guided teams through software development cycles while interfacing with various government and civil customers.

Adam adds his software experience to the already outstanding data analytics that M.S. Hall & Associates provides to help deliver effective and innovative solutions both internally and for the companies they partner with. Adam’s contributions can already be seen in the development of metric analysis software that has already begun utilizing Prevention Quality Indicators in concert with revenue loss data for DSRIP customers.

Adam’s primary responsibilities at M.S. Hall & Associates include data analysis and completing Medicare bad debts, cost reports, and DSH Audits, in addition to maintaining and upgrading M.S. Hall’s existing internal software tools. Adam has experience with C, C++, C#, Assembly, Java, PHP, MySQL, as well as a range of other software tools.

Jordan brings deep experience with research, writing, and professional development to M.S. Hall & Associates where he works with the Research & Project Management team to identify emerging streams of value for healthcare providers in a tumultuous policy landscape. His focus is on cutting through the noise of healthcare regulation to deliver M.S. Hall’s clients with quick, informed solutions for the increasingly complex fiscal and political problems today’s healthcare providers face. He works with the rest of the Research & Project Management Team to ensure that the work M.S. Hall does for its clients is evidence-based, effective, and ultimately, patient-centered.

Jordan has direct experience with leading writing- and research-intensive projects for DSRIP and value-based payment initiatives. In particular, Jordan has worked on strategies for the delivery of primary care to a diverse range of demographics in a cost-effective, high quality capacity. He has also worked to track the effects that changes to MACRA, QPP, and Medicaid 340B will have on clients. Internally, Jordan has been responsible for process improvements centering around workflow optimization, project management, and onboarding.

He received his Bachelor’s in Psychology from Cedarville University in 2010, his Master’s in English from University of Rochester in 2011, and is a doctoral candidate at Syracuse University.

As the Office Manager for M.S. Hall + Associates, Jason attends to the behind-the-scenes details that keep the company running smoothly. He works to optimize M.S. Hall’s internal systems, including information security, bookkeeping, vendor onboarding and administration, and much more, all of which allows his colleagues to focus their energies on client success.

Jason has been instrumental in empowering M.S. Hall to maintain surpassing standards of client satisfaction while strengthening its standards for personal safety and data security.

Rich brings over 5 years of Information Technology experience to M. S. Hall & Associates. He has implemented, customized, and administered data management systems and networks in a variety of settings.

Rich’s primary responsibilities at M. S. Hall & Associates include normalizing, and analyzing data, creating reports, and assisting in the completion of Medicare, Medicaid, and nursing home cost reports, bad debts, and audits.

Prior to joining M.S Hall & Associates, Rich received his B.S. in Information Management and Technology from the School of Information at Syracuse University, where he was awarded the Dean’s Scholar Award and the Alumni Scholar Award. He worked for over 5 years in Information Technology as a Computer Support Specialist and Data Specialist and has over 8 years of retail management experience and 4 years of manufacturing experience.

Rich has experience with MEDITECH, CPSI, MySQL, Java, HTML, CSS, and network administration.

Brandi began her career in the health and human service field working for the New Jersey Department of Health, which allowed her to gain insight and knowledge of state level policy and program development.

She completed her B.S. in Psychology with honors and a concentration in Applied Behavioral Analysis in 2015 and was previously employed as a Performance Improvement Manager for a Federally Qualified Health Center (FQHC) in Northern New York. Brandi was the lead Project Manager for the Patient Centered Medical Home (PCMH) transformation certification process, earning the highest Level 3 at all sites. She brings valuable project management skills to M.S. Hall & Associates, including creation of PDSA cycles, performance improvement metrics, project life cycles, etc. Brandi has also sat on various committees developing policies and procedures, as well as Cultural Competency committees.

She adds a creative approach to complex areas and holds an A.A.S. in Fine Art. Brandi has direct experience with non-profits and Community-Based Organizations (CBO), which enable her to bring empathy to any project and develop a ground-up approach when working with clients. She is an advocate for patient-centered care and has a great deal of experience analyzing workflows and operations, as well as best practices to ensure patients receive quality treatment.

Collin received a B.S. in Business Intelligence and Data Analytics from Clarkson University in Potsdam where Collin developed a high level of proficiency with MySQL, Python, Perl, HTML/CSS, and C++. During his time there, he leveraged these skills to co-create and operationalize a storage company that primarily served college students in the area.

Upon joining M.S. Hall + Associates, Collin immediately became an integral member of the data team, helping create efficiency improvement programs and bringing a fresh analytical perspective to the firm’s many ongoing client-facing projects. He has continued to support M.S. Hall’s work on cost reports, ICR audits, DSH audits, and bad debt analyses. Collin also plays a critical role in the firm’s internal development and onboarding processes, helping build essential onramps to get new talent at M.S. Hall up to speed as quickly and effectively as possible. Collin’s business acumen underwrites a practical, grounded approach to healthcare data and finance that represents a significant value add to your organization.

Lisa brings a wealth and depth of reimbursement knowledge to the M.S. Hall team. She has worked in healthcare for 8 years and joins us from Oneida Healthcare, where she actively contributed to revenue optimization as a Reimbursement Accountant. Lisa excels in achieving positive outcomes by identifying billing and collection opportunities which increase cash inflows. She has extensive experience in contract review, claims analysis, contract modeling, CDM review, and regulatory filings such as the HFCAP, PGP, cost reports, DSH audits and Form 990.

Prior to working in healthcare, Lisa worked in the public accounting sector, focusing on the preparation of tax returns for various corporate entities. She received her bachelor’s degree in accounting from Le Moyne College.

 

As a senior analyst for the reimbursement team at M.S. Hall, Katrina specializes in Medicare and Medicaid projects, including Cost Reports, Medicaid Audits, Wage Index, and Third-Party reports. Katrina earned her B.S. from the Whitman School of Management at Syracuse University; her professional background is in finance operations and marketing.

Katrina’s attention to detail and robust quantitative approach has made her a key member of the M.S. Hall reimbursement team across the full range of its client projects. Outside the office, Katrina can be found exploring the outdoors, traveling, practicing yoga, and spending time with her family and pets.

Since joining the team as an analyst in April 2020, Katie has made an immediate impact as a software developer and cybersecurity specialist. Katie has a B.S. in Network and Computer Security from SUNY Polytechnic Institute where she graduated top in her major with Magna Cum Laude distinction. In addition to her cybersecurity background, Katie has professional experience in network engineering, software development, automation scripting, server administration, and DevOps.

Katie brings a flexible, technical skill set that enriches M.S. Hall’s longstanding expertise with healthcare data and finance. She works with the Data Team to create and maintain M.S. Hall’s internal tools and has streamlined many of the firm’s data processes by automating key components. Katie is also heavily involved in Medicare bad debt projects and regularly works alongside clients to support key audit projects.

As a dedicated public health practitioner with experience in tackling social determinants of health in vulnerable populations, Emilija Postolovska joins M.S Hall + Associates as a key member of the Healthcare Transformation team. Emilija has a Bachelor’s degree in public health from Syracuse University, and a Master’s degree in public health through a cooperative program between SUNY Upstate Medical University and the Maxwell School at Syracuse University.

Approaching her work with a health equity lens, Emilija is a trusted community leader with a foundation in public health and health philanthropy who advances community engagement and collective impact through policy, systems, and environmental change strategies. Her practical experience in program and policy development, along with her history managing complex, multi-sector projects have shaped Emilija’s approach toward making the meaningful systemic changes necessary for health and safe communities.

Emilija regularly collaborates with a wide range of community partners and stakeholders who have a shared vision of creating an equitable community through areas such as food justice and security, reproductive wellbeing, and resident leadership and engagement.

 

 

Joining the M.S. Hall data team as an analyst in January of 2021, Baylie brings a keen, careful eye informed by software design and testing to the firm. Baylie received his B.A. in Computer Science from Le Moyne College alongside a minor in Math and Economics. His natural curiosity and experience with Kaizen principles of process improvement means that Baylie always brings a fresh perspective to the data team’s projects, enabling creative approaches toward solving some of our client’s toughest challenges.

Baylie contributes to numerous ongoing projects at M.S. Hall, including software audits and updates, system redesign, software development and testing, as well as bug testing.

Outside of work, Baylie enjoys time at the gym, playing golf, and hanging out with his dog Zeus, a therapy dog-in-training.

Kelly Kilcourse is an essential new member of M.S. Hall’s Healthcare Reimbursement team. With a Bachelor’s in Business Management and Human Resource Management from Columbia College, and a professional background in business and accounting, Kelly is uniquely equipped to support creative and effective fiscal strategies across the healthcare continuum.

Before her time at M.S. Hall + Associates, Kelly worked in Global Securities Operations and Mutual Funds, where she held management-level positions and focused on special projects. Outside of the office, Kelly can generally be found enjoying the outdoors, hiking and kayaking, and spending time with her family.

Robert Lyall is an ambitious young finance professional on the M.S. Hall + Associates healthcare reimbursement team. Having received his Bachelor’s in Economics from the School of Business at Siena College in May 2020, Robert started with the firm as a Financial Analyst in January 2021. Robert’s work thus far has revolved around preparing third-party audits for M.S. Hall’s clients, leveraging his familiarity with financial statements to help streamline  key processes within reimbursement projects.

Prior to joining M.S. Hall, Robert interned for Havas Media as part of their financial planning & analysis team working with financial statements and spreadsheets. Robert also leveraged his time at Siena to gain experience with hospital financial statements through his business capstone course.

Outside of work, Robert can usually be found on the golf course or cheering on his two favorite teams, the New York Yankees and the New York Football Giants.
